𝗔𝗯𝗼𝘂𝘁 The Odisha Real Estate Regulatory Authority, known as ORERA, is a statutory body of the Government of Odisha set up to regulate the real estate sector and protect property buyers. Operating from Toshali Bhawan, Bhubaneswar, ORERA has issued a notice inviting reputed manpower service provider agencies to engage outsourced personnel for its day-to-day administrative work. Applicants should understand the exact nature of this opportunity. This is not a direct recruitment drive by ORERA itself; rather, ORERA has floated a tender to select one registered staffing agency, which will then hire and deploy Data Entry Operators, a Driver, Group-D personnel, and Cleaning & Sweeping staff at the ORERA office for the contract period. This model, where outsourced manpower is hired through an approved private agency, is common among state government offices in Odisha. The opportunity remains genuine for job seekers, since the place of work, salary, and service conditions are fixed by ORERA, even though appointment and payroll run through the agency. Candidates should watch for hiring notices issued by the agency once finalised, as that will be the actual recruitment stage for the posts below. 𝗗𝗲𝘀𝗰𝗿𝗶𝗽𝘁𝗶𝗼𝗻𝘀 ORERA has notified a combined requirement of 25 outsourced personnel across four categories. The engagement is purely contractual, with the initial period fixed at one year from deployment, extendable on satisfactory performance, while the Authority retains the right to curtail it for deficiency in service, after due notice. Data Entry Operators will handle computer-based data entry, file management, and secretarial-type support. The Driver will handle official vehicle duty with a valid LMV licence. Group-D personnel will assist with general attendance duties and operate equipment such as fax and photocopier machines. Cleaning & Sweeping personnel will maintain cleanliness across the premises. All staff are expected to maintain good conduct, hold a clean police record, and remain physically fit. Office timing is fixed from 10:00 AM to 5:30 PM, with a half-hour lunch break, and staff may occasionally work beyond closing time without extra pay. 🎓 𝐄𝐥𝐢𝐠𝐢𝐛𝐢𝐥𝐢𝐭𝐲 𝐂𝐫𝐢𝐭𝐞𝐫𝐢𝐚 Since this notice concerns selecting a manpower agency rather than individual candidates, the criteria below apply to the agency and set the minimum requirement for personnel it will later deploy. For the manpower agency: It must be registered under the Companies Act, Partnership Act, Societies Registration Act, Trusts Act, or LLP Act; have at least five years' experience in resource deployment to government or corporate clients; a registered office in Odisha; an average annual turnover of at least ten lakh rupees over the last five years; and its own bank account in Odisha. It must not be blacklisted, with no pending criminal proceedings against its proprietor, partners, or directors. For the personnel to be deployed: Data Entry Operators should be graduates, preferably with a PG diploma in computer applications, with one to three years' relevant experience and knowledge of MS Office and internet applications; age 21–45. The Driver should be 10th pass with a valid LMV licence, government/PSU experience preferred, aged 21–45. Group-D personnel should be 10th pass, aged 18–45, with one to two years' office attendance experience. Cleaning & Sweeping personnel should also be aged 18–45, with one to two years' housekeeping experience at a government office. All categories must be physically fit and furnish a self-declaration on criminal antecedents. 𝐒𝐞𝐥𝐞𝐜𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐜𝐞𝐬𝐬 (𝐒𝐭𝐞𝐩 𝐛𝐲 𝐒𝐭𝐞𝐩) 1. The manpower agency submits its technical bid along with the required registration documents, financial statements, and undertakings. 2. ORERA's tender committee evaluates the technical bids to check eligibility compliance. 3. Financial bids of only the technically qualified agencies are opened. 4. The agency quoting the lowest, most competitive rate (L-1) is selected, subject to fulfilment of all tender conditions. 5. The selected agency signs a service agreement with ORERA and furnishes a performance security deposit. 6. The agency then proceeds to identify, verify, and deploy personnel against each of the 25 sanctioned posts as per the qualification and experience norms fixed by ORERA.

𝐖𝐡𝐲 𝐭𝐡𝐢𝐬 𝐉𝐨𝐛 𝐢𝐬 𝐈𝐦𝐩𝐨𝐫𝐭𝐚𝐧𝐭 This opportunity matters for job seekers in Odisha because it opens a pathway into a state government regulatory body, even though appointment runs through a private staffing partner. Roles like Data Entry Operator often serve as a useful entry point for candidates building a career in government-adjacent work, since experience inside a statutory authority can be valuable for future government or PSU opportunities. The modest qualification requirements for Group-D and Cleaning & Sweeping posts also make this notice relevant for candidates without advanced degrees seeking stable employment with statutory benefits such as EPF and ESI coverage.
